Fighting Crime in America: Getting Tough Works Report Card on Crime and Punishment Proves that Prison is the Most Effective Crime Solution

On November 2, just days before the elections, ALEC released its long-awaited Report Card on Crime and Punishment to a room packed with members of the media. The Report Card provided data and analyses from 1960 to 1992 on crime and punishment on a national and state-by state basis. The Report Card is the centerpiece of ALEC s ongoing effort to toughen states* criminal justice systems,

Virginia Governor George Allen, a former ALEC member, has noted "that this ill conceived policy only serves the interests of trial lawyers and the federal government. The states are not well served by this inefficient way of adding to the state coffers through litigation. I am even more concerned that these actions are exactly the opposite of where the states should be heading in terms of tort reform and will only serve to erode further the principle of personal responsibility

Governors Allen and Weld Take the Lead on Welfare Reform

The Virginia Independence Program emphasizes work and replaces principles of dependency with those of self-reliance and personal responsibility.

"We have sent a message that welfare in Virginia will no longer be a way of life, but a temporary means of assistance that will serve as a hand up to opportunity rather than a hand out to dependency," said Governor George Allen.

Several ALEC model proposals are embodied in the Virginia Independence Program.

These changes to the welfare system in Virginia were developed by the Governor's Commission on Citizen Empowerment. The Commission was founded in May 1994 by Allen, and was chaired by Secretary of Health and Human Resources Kay Coles James.

In 2007, Kay Cole James was appointed to the ALEC Board of Scholars.

ALEC Progress Report: The ALEC Wave: A Question of Timing and Momentum

What has been the result of ALEC's "good timing?" What benefits have we received from having the body politic catch up with our agenda? There are many.

First, the number of ALEC members holding leadership positions in state legislatures has grown tremendously (pg. 12). ALEC now counts among its membership 32 Speakers or Speaker Pro Terns, 25 Senate Presidents and Senate Pro Terns, 34 Majority Leaders and 28 Minority Leaders. Just as significantly, 12 Governors and two Lieutenant Governors are former ALEC members. All told, these legislative leaders, such as Governors John Engler of Michigan, Tommy Thompson of Wisconsin, George Allen of Virginia and George Pataki of New York, are trailblazing the innovative policies that are charting a new course for the states and the nation.

So how does one measure the "ALEC Wave" sweeping across the country?

Below are listed ALEC members who hold leadership positions in their state legislature, members of ALEC's leadership (Legislative and Private Sector Board members, state chairs and Task Force Chairs), and Governors and Lieutenant Governors who are ALEC alumni.

ALEC counts as its members 32 Speakers or Speaker Pro terns of the House. 25 Senate Presidents and Senate Pro Terns. 34 Majority Leaders and 28 Minority Leaders. Twelve Governors and two Lieutenant Governors are former ALEC members.

GOVERNOR GEORGE ALLEN, who began his term in January 1994, has been a vocal proponent of state sovereignty and limited government Under Allen, Virginia government has experienced extensive reform as he has worked to keep his campaign promises keeping violent criminals off the streets, promoting work and responsibility for welfare recipients, stressing basic academics, and cutting wasteful spending. Prior to taking the office of Governor. Allen served in the Virginia General Assembly for nine years. He was first elected in 1983 and held Thomas Jefferson's seat—known as Mr. Jefferson's District— in the House of Delegates. In a 1991 special election, Allen was elected to the United States House of Representatives from Virginia's 7th Congressional District. As a Member of the House, Allen was named by the National Taxpayer's Union as one of the five most Fiscally Responsible Members of the 102nd Congress.

Virginia Governor George Allen

First-term Governor Recognized Nationally As a Leader in State Sovereignty Movement

George Allen, the 67th Governor of Virginia and an ALEC member when he served in the General Assembly, addressed ALEC's National Leadership Summit in Richmond last May.

Since he began his term in January 1994, Allen has been a vocal proponent of state sovereignty and limited government, and has energetically advanced both issues. Under Allen's watch, Virginia's government is undergoing extensive change through his policies that keep violent criminals off the streets, promote work and responsibility for welfare recipients, stress basic academics, and cut wasteful spending. Allen is also leading a nationwide effort to restore the rights and prerogatives of the people and of state and local governments in the face of increasing intrusion by the federal government.

FYI: Why do you think state sovereignty has become a legitimate political issue?

ALLEN: Federalism, or more specifically the right of Virginians to determine their own destiny without unwarranted usurpation by the federal government, always was one of the founding principles of our nation.

FYI: If Congress were to overnight begin to comply with the Tenth Amendment, what would you expect to begin to happen?

ALLEN: There will be no revolutionary change in the status quo of the government's functioning. The shift of power from the states to the federal government was a gradual process and correcting the situation will not happen overnight. When I addressed ALEC in Richmond, I referred to Speaker [Newt] Gingrich and Senator [Robert] Dole as co-partners in the efforts to restore proper balance to the relationship between federal and state governments.

With the makeup of the Congress, I expect improvements will continue. The leadership of the current Congress seems to realize that the federal government has overstepped its jurisdictional boundaries and that it must refocus its efforts on its constitutionally enumerated responsibilities. These duties are expressly limited to national defense, interstate commerce, foreign policy, printing a common currency and delivering the mail.

Voters Cause Mild Ripples in Legislatures

The question produced by the answer that was the 1995 elections is: has the conservative revolution run its course?

For all the media condemnation that says his political influence is over, Virginia Governor George Allen, an ALEC member when he served in the House of Delegates, is not troubled by the split in the Senate.

"In the Senate, what we have, I believe, is a functional philosophical majority in support of the agenda that I have been promoting as Governor," Allen said. "I expect to see a bipartisan conservative coalition emerge that will dominate the Senate on key legislative and policy issues."

George Allen served as Virginia's 67th Governor from 1994- 98 and was the 1996 recipient of the Thomas Jefferson Freedom Award. Among his many achievements, the former governor helped to bring an unprecedented record $14 billion in new investments, and over 300,000 jobs to the Commonwealth . He replaced Virginia's welfare system with reforms to promote work ethic and personal responsibility . Allen instituted high academic standards in the basics of English, mathematics, science and social studies which have beer emulated by other states . Allen also abolished parole in Virginia and transformed the juvenile justice system, focusing it on discipline and protection of law-abiding citizens resulting in a 16 percent drop in violent crime rate for rape, robbery and murder . Allen worked to streamline state government by requiring a comprehensive review of all state government regulations, resulting in 70 percent of all regulations being eliminated or amended . Allen served in the U.S . House of Representatives and the Virginia House of Delegates, where he was an ALEC member. Allen currently practices law in Richmond, at McGuire, Woods, Battle & Boothe .

Many of the current issues addressed by this Task Force have already become law in Virginia under the recent administration of Gov. George Allen . During his term, over a dozen market oriented and incentive based bills were adopted . Moreover, Gov. Allen's Secretary of Natural Resources, Becky Norton Dunlop, introduced an element of sanity into several regulations in where market and property rights had initially been given short shrift . Secretary Dunlop, now Vice President of Public Affairs at the Heritage Foundation, joins ALEC's Energy, Environment, Natural Resources, and Agriculture Task Force to discuss Virginia's successes in promoting sound stewardship of natural resources based on incentives and the free market rather than on more government regulations and bureaucracies.

Dennis Hastert (R-Ill.), House Majority Whip Tom Delay (R-Texas) and International Relations Committee Chairman Henry Hyde (R-Ill.). There was also a great deal of excitement and media attention surrounding the speech by Minnesota Governor Tim Pawlenty, who was rumored to be on a very short list for Sen. John McCain’s vice presidential pick. Gov. Pawlenty gave an impassioned speech addressing many of the most vital needs of the average citizen, from meeting our energy needs, to creating more and better jobs for Americans, to improving education. Also on the political side of things, the honorable George Allen, a past ALEC Thomas Jefferson award recipient, spoke on behalf of Sen. McCain’s candidacy (both major party candidates were invited to speak).
